MMC cannot open the file c:\WINDOWS\system32\dsa.msc.

IS the dsa.msc file present at the location.
if not then you could open the ADUC snap-in in MMC and save it as DSA.msc under C;\windows\system32. and it should work.

The file opens when I access it with the built-in Administrator account but not when I attemp to open it with my domain admin account I created by copying the built-in admin account.  The file is where it belongs and does what it should if I open it with the account I want to disable.
